Oppose: The suggested title fails to capture what is notable about the incident. Kairala wasn't even the intended target of the shooting; he was killed accidentally, and he doesn't seem especially well known. What is notable about the incident is that it was a homicide at the Brazilian Senate. Using "Killing of José Kairala" would also imply that the shooter set out to kill him intentionally, which is not the case. Both of the alternative titles that have been suggested are red links, which indicates pretty clearly that those titles are not where readers are looking for information about this incident. I concede the current title provides the best summary of the event to a layman. However, I don't think Kairala not being well known should have any bearing on whether his name is in the title. In my opinion, this event is just as notable for the people involved as the location.
Also, the fact that both titles are red links can be attributed to lack of English media interest more than anything else. The article for this event, the killer, the victim, and the intended target were all made within the last 5 years and all have under 50 edits. This is despite all people involved being relatively high profile politicians, with the killer even being the father of a former Brazilian president.
